The General Affairs Department typically handles logistical work; all sorts of material coordination need to go through it, and it's practically the department of the God of Wealth.
However, Tian Congyun was only the Minister of the Imperial Palace General Affairs Department, not the overall Celestial Race General Affairs Minister. This made a big difference; he was solely responsible for the logistical operations within the Imperial Palace, essentially the private resource manager for the Heavenly Emperor. "It's a special product from my hometown, not worth much money. If Steward Yun likes it, I have some more here that you can take when you leave," Lin Shen thought: "What a bunch of crap, jasmine tea that costs a few bucks per pack, and you haven't had it for years; quite the act."
"The Heavenly Emperor is frugal, promoting thrift and responsible household management, refusing to be extravagant and wasteful. The money saved is used for the development of our race, which is why the Celestial Race is thriving today. We, as servants of the Heavenly Emperor, naturally have to share His Majesty's worries. We can do without these luxuries," Tian Congyun stated.

"You're right," Lin Shen finally understood after listening for a while. The Heavenly Emperor intended to put them to work at the Celestial Masters' Institution.
